I thought that scene was kind of a letdown, to be honest. It was good but it could've been so much more. There's basically zero tension to the scene and the dialogue is pretty bland.
Heat is actually a fairly flawed movie. There's entirely no reason for it to be 3 hours long for one thing, but the parts that are good are spectacular. The main shootout in particular is completely insane.

1. It was the first time Pacino and De Niro had been on screen together. This real-world reality in itself gives it a certain gravitas regardless of the any purely film-related elements of the production.
2. It was inherently interesting. Two men--a white hat and a black hat--sit down together. The bad guy, we realize isn't really a bad guy, he's just in a line of work the government--an amoral organization--doesn't happen to agree with. We also know by this point that the good guy isn't so good, and is actually quite flawed. Professionally, they have this relationship that keeps them at odds, but when it comes down to it, they're actually very similar people and, in another life, would probably be friends.
3. The scene is just performed well, in my opinion. But as a friend of mine said just the other day, "Art cannot be measured, only appreciated." So it's no surprise that we look at the same scene and come away with differing impressions.

Went and saw two movies this weekend:
The Social Network: Really good. Everything comes together: cinematography, the story, the performances, the music. . . Recommended. The critics are going too far, though. It's good, but it's not THAT fucking good.
Let Me In: Remake of the Swedish film Let The Right One In. Also good, but if you require balls-to-the-wall action then you'll probably think it's too slow. Also, I probably prefer the original, but only by a hair. It's available for streaming on Netflix for anyone who has an account, but be aware that it's subtitled.

There was a making-of documentary on the DVD, and they said they did actually call bridge patrol when it became obvious that someone was thinking of jumping, and apparently the cops got there before a lot of them actually jumped.
