This guaranteed money, just bet both sides @ + odds. the reason why there is "initial ruling" shit is because last year, the main event miz vs john cena ended in a count out, which was a push. but then the match was restarted by the "general manager" and the miz won. 5dimes graded it as a push because that was the "initial ruling".
