I am probably wrong. I thought judges came from America. I remember during that whole Phan/Garcia controversy, Kizer was talking about how the UFC chooses these judges (one of which had Garcia) to go with them to international events.

They do bring their own.

Most countries don't have MMA sanctioned, so the UFC brings their own crew in. Generally, they will use a few local refs and judges, but the rest will be selected by Marc Ratner (works for the UFC and used to run the NSAC) and the UFC. They also conduct their own in-house drug testing if there is no commission.
