It's probably due to cuts, even though I can count on one hand how many fights have been stopped due to elbow cut in the last 10 years.

Also elbows open up another dynamic on the gorund and perhaps one or more of the fights on their last card would've been finished were they allowed.

But to answer your question, no, I'm not sure if they've said.
