If I don't have the god given fast twitch fibers to help me run a sub 10 second 100 meters, should I be allowed to get some clean or clear, that can help me build my strength and explosiveness to get me faster because I am at my limit with strength training.

Is this "dude" a professional athlete? If not, then you are right, nobody would care. But to compete at the professional level, this "dude" would need something to enhance his performance.
