The other thing to consider as well is that if in fact he was under the influence of something in that moment, then he probably made decisions that he wouldn't had made while sober.

I mean, do you KNOW that if you were under the influence of a drug that you would make the some moral decisions that you would make otherwise? That's what drugs do. They fuck with your mind.

If you would hit and injury someone while drunk, and run from the scene without even seeing if they are okay, I think you need to take a long look at yourself in the mirror.
